Development management

HafenCity Hamburg GmbH, a wholly-owned subsidiary of the City of Hamburg, is responsible for the development of the new Grasbrook district and packaging the work.

The city’s own development company was founded in 1995 as GHS (Gesellschaft für Hafen- und Standortentwicklung – since 2004 under the HafenCity Hamburg GmbH name) for the HafenCity development project. The supervisory board of HafenCity Hamburg GmbH – chaired by the First Mayor of Hamburg – is made up almost completely of members of the Senate.

By concentrating non-official functions in a dedicated development company of its own, Hamburg can ensure the efficiency and quality of complex urban development projects. It also establishes a framework for a strong focus on innovation, at the same time retaining a high degree of public accountability. The development process for the new district will run for about 20 years.

Today HafenCity Hamburg GmbH is responsible for the development of the whole new inner-city transformation area comprising HafenCity, Billebogen and Grasbrook. Through its subsidiary, Billebogen Entwicklungsgesellschaft mbH & Co. KG (BBEG) it is responsible for the development of Billebogen, an area of about 95 ha adjoining HafenCity to the northeast.
